Directory used for approval invitations + targeted notifications. Admin-only writes; everyone can see the list. Add email here so a user gets approval-invite DMs; add slack_user_id / teams_user_id to be @-mentioned in the channel webhook.

Trust note: editing contact info doesn't grant or revoke any role. The role gate in workflow.approve() is the authority boundary; this page is only about where notifications land.
